Cold war: Russians freeze as attempts to break Ukraine's infrastructure massively backfires
Russian cities have lost power, heating and water supplies as Putin’s campaign to cripple Ukraine’s infrastructure backfires. A massive electricity outage in the Siberian city of Omsk left more than one million people without any electricity. Meanwhile an ‘accident’ at the Tavricheskaya substation, close to Omsk, on January 4th ruptured a hot water pipe which Russia uses to heat homes without the pipe freezing. That left people without any central heating as temperatures plunged below freezing.
Residents in Moscow were also left without any heating as temperatures plummeted to -25°C (-13°F) after more water pipes burst. People desperately tried to keep themselves warm by burning what appears to be furniture and pieces of wood. To make matters worse, a central heating pipe laid down in Novo...

In Khimki, just 10 miles (16km) from the Kremlin, 215 apartment buildings, eight schools, 17 kindergartens and four hospital clinics had no heating or hot water in freezing temperatures for over a week.

Omsk is not a city that inspires love at first sight.
But it is Siberia’s second-largest after Novosibirsk,
and if you ask someone east of the Urals which city is the most Siberian of all the answer may very well be Omsk.
While Irkutsk (because of Lake Baikal) and Novosibirsk (due to its size) usually get all the attention, Omsk has grown organically to become a significant metropolis.
It is about 450 km (280 mi) north of Kazakhstan's capital Nur-Sultan, 600 km (370 mi) west of Novosibirsk and 2236km away from Moscow.
So what are the origins of this city, what important role did it play in the formation of modern Russia and what drives it today?

The New York Supreme Court isn't a "Supreme court" the way we think of it as the "highest court in the state." That is New York's "Court of Appeals."
The New York "Supreme Court" is really a mid-tier appellate court and there are four of them:
https://www.nycourts.gov/courts/appellatedivisions.shtml
The First Appellate Division of the Supreme Court covers the Bronx and NY County. The Bronx is 44% black.
https://www.census.gov/quickfacts/fact/table/bronxcountynewyork/PST045222
NY County is 18.7% black.
https://www.census.gov/quickfacts/fact/table/newyorkcountynewyork/PST045223
It makes sense that local appeals court judges might be picked from their community.
If you plug these numbers into the binomial probability formula.
https://www.varsitytutors.com/hotmath/hotmath_help/topics/binomial-probability
You get a probability of about .0006% which is more than being struck by lighting.
https://www.newsnationnow.com/weather/struck-by-lightning-odds/
But less than getting a straight flush in poker.
https://en.wikipedia.org/wiki/Poker_probability
But it is certainly not "literally zero."
